Byte Digital delivered Facebook and Instagram survey advertising for New Forest District Council, working with Georgia Turner Communications. The campaign promoted resident participation in a consultation on local government reorganisation in Hampshire and recorded 1,176 confirmed submissions at an average media cost of £0.95 per response.
Brief and responsibilities
The consultation was commissioned by 13 of Hampshire and the Isle of Wight's 15 councils. New Forest District Council, working with Georgia Turner Communications, commissioned Byte's advertising campaign to encourage participation across key community groups.
Alive With Ideas developed the creative assets. Byte adapted them for Meta placements and managed the paid social activity. The messages reflected local communities and gave residents a clear invitation to participate before the consultation closed.
Campaign delivery
The Facebook and Instagram campaign ran from 16–27 July 2025, with three audience phases:
| Phase | Audience | Purpose |
|---|---|---|
| First | Adults aged 18–45 in selected districts | Engage younger working-age residents |
| Second | Adults aged 18–25 | Support participation from an underrepresented age group |
| Third | Adults aged 18+ | Broaden participation during the final days |
The phased approach gave the team evidence about the relationship between audience coverage, response volume and media cost.

Campaign learning
The broader adult audience produced more responses at a lower cost than the youngest-only phase. That evidence supported wider delivery as the consultation deadline approached. The campaign shows how local relevance, clear creative and active audience management can support council consultation participation.
The local authority survey campaigns guide explains how Byte applies this planning and reporting approach to a council communications brief.
